Commit message:

    Stop creating a tsdb lockfile by default.
    
    Replace storage.tsdb.no-lockfile flag with storage.tsdb.use-lockfile, so the
    default is not to create a lockfile, while still allowing people to request the
    feature.  Closes: #890501
