[pkg-go] gccgo bug reports

Hi, Adrian!  How about

User: debian-gcc at lists.debian.org
Usertags: gccgo

(debian-gcc rather than pkg-go-maintainers so that Alioth's upcoming
retirement won't be an issue).  I'm open to other suggestions, though.

Definitely a worthy goal.
