[pkg-go] RFS: golang-github-robertkrimen-otto

Hello again, Go Team!

I prepared packaging for https://github.com/robertkrimen/otto
It is present at:
    https://salsa.debian.org/go-team/packages/golang-github-robertkrimen-otto

This package was already lying around on Salsa without an ITP or correct info.
I finished the package with an ITP and updated other information in
debian/* with proper reasoning.

Please review this and upload.
