gitaly (and gitlab) in unstable is currently broken and we are waiting 
for rails version 6.x in unstable for updating gitaly in unstable. 
Please use the version from experimental or Fast Track 
(https://fasttrack.debian.net)

It is a good idea to check https://wiki.debian.org/gitlab for any known 
issues or work arounds before filing bugs.
