Those are transitive dependencies of badger and get already installed
before building, see e.g. this build log for amd64:

However as I wrote in another bug report related to badger: I think
badger should be patched out
(https://salsa.debian.org/go-team/packages/syncthing/-/merge_requests/2).
It's inclusion in Syncthing is an experiment (as in users need to set an
env var to enable it) and a pretty much failed one at this point (badger
releases often fail on non "mainstream" architectures, which is a
non-starter for Syncthing).
