[pkg-go] consul sometimes fails to build with "go list -m: not using modules"

consul failed to build in raspbian, with

> go list -m: not using modules
> Generating proto/pbconnect/connect.proto into proto/pbconnect/connect.pb.go and proto/pbconnect/connect.pb.binary.go
> /protobuf: warning: directory does not exist.
> --proto_path passed empty directory name.  (Use "." for current directory.)
> Failed to generate outputs from proto/pbconnect/connect.proto
> make[2]: *** [/<<BUILDDIR>>/consul-1.8.6+dfsg1/GNUmakefile:373: proto/pbconnect/connect.pb.go] Error 1
The issue also seems to be happening some but not all the time on 
reproducible builds.org, so it doesn't
seem to be a raspbian-specific issue.
