[pkg-go] Bug#998366: Please update golang-github-blang-semver: 3.5.1-1 to new version

Dear Maintainer,

I was attempting to build a new singularity-container package and it wanted a
v4 version of
golang-github-blang-semver.

"../vendor/github.com/sylabs/scs-library-client/client/version.go:12:2: cannot
find package "github.com/blang/semver/v4" in any of:"

It looks like upstream has the original API in the base directory and a "v4"
API in a subdirectory.
