[pkg-go] Bug#1056698: should not depend on the Javascript libraries

Severity: normal

Having a 100% console-based backup program depend on tens of MBs of 
Javascript libraries and fonts just for the HTML manual that almost 
nobody will access there is really wasteful.
Please make these recommends, or else move the HTML to a restic-doc 
package.
