[pkg-go] ITP: postfix-tlspol -- Lightweight MTA-STS and DANE TLS policy server for Postfix

Hi!

I'm intending to package postfix-tlspol [0] and as such have requested to join
the Go team on Salsa. I already created the repository using
`dh-make-golang create-salsa-project`.

The background is that I'm trying to make my mailserver fully compliant but
Debian lacks anything suitable in the archive for being compliant with both
MTA-STS and DANE at the same time. postfix-mta-sts-resolver is unfortunately
non-compliant [1].

I will require sponsorship. I currently have one C++ package pending in the NEW
queue [2].
