As mentioned in the gdal bugreport (#818198), saga doesn't build depend
on libjasper-dev, that gets installed via the build dependencies on gdal
& opencv (#818207).

gdal (2.0.2+dfsg-4) no longer uses jasper, removing libgdal-dev as one
of packages pulling in libjasper-dev.

libjasper-dev still gets pulled in via the saga build dependencies on
libopencv-contrib-dev & libopencv-legacy-dev both of which depend on
libopencv-highgui-dev that still depends on libjasper-dev.

Once the fixed opencv package is in unstable, a binNMU of saga should
suffice to drop the dependency on jasper and resolve this issue.
