rtklib_2.4.3+dfsg1-1_amd64.changes is NEW

Hi Gürkan,

The package got accepted out of NEW, but no progress was made to
properly maintain this package within the Debian GIS team. Disappointing.

Since there is still no git repository, I created it:

Push you packaging there, see the team policy [2] for instructions.

If the package will not be properly maintained within the team, I'll NMU
it to remove the team from the Maintainer field.
