qgis doesn't have many issues in Debian, most users are probably on 
Ubuntu were the Debian GIS packages aren't actively maintained.

If you are also active in Ubuntu, maintaining the Debian GIS packages 
(bug triage, manage transitions, stable updates, etc) there is badly 
needed.

There are several packages in the team that I consider on life-support, 
I don't use them and only do the bare essentials for the package 
maintenance. OTB is a good example of this.

With the transition to PROJ 6 several upstream projects need help to 
port their code to use proj.h instead of proj_api.h, if you are 
proficient in C/C++/R/etc you can assist them in porting to the new API.

The Debian GIS team mostly needs users of packages to contribute to 
their maintenance when I don't use those packages myself.

We mostly have Johan for SAGA, Antonio for the PyTroll stack, and myself 
for everything else.
