problem with qgis-providers on bullseye/sid

Ohai, dear maintainer


Me and a colleague just ran into a situation where we tried to upgrade
our packages on debian bullseye/sid and ended up having the postinst
script of qgis-providers returning 127 because it did not find the
library libproj.so.13

there is a package for that called libproj13. we installed it and it
fixed the error. an apt show qgis-proviers revealed that the package
does not list libproj13 as a dependency. there is also a never version
of libproj → libproj15. if this is an optional dependency then the
post-inst script should not fail. otherwise it should be made sure via
deb-dependency that a valid libproj-package is installed before
installing qgis-providers.
