problem with qgis-providers on bullseye/sid

Install the qgis packages from the Debian repositories, not the ones
from the qgis.org repository.

The qgis packages in testing & unstable have been built with PROJ 6
(libproj15).

The qgis-providers package depends on libgdal20 which in turn depends on
libproj15.

If you only have official Debian testing sources enabled there is no
problem.
