I am not sure whether you are right in saying that grub waits for a
terminal to be connected. However having it wait for a terminal might
be appropriate on some cases or for some users.
It could be an issue of the cable. You might want to try a
cable where the host supply some of the rs232 signals to itself. Another
way around it might be to have a
terminal --timeout=something console serial
line. Hopefully with it grub will boot even when no console is
attached.
