Hello Philip,
would it be enough in your case if we would just not do anything (except
printing a warning to state that) if /boot/grub/grub.cfg doestn't exist
yet in update-grub?
We discussed this just recently already, due to #538118
Only grub-installer needs to be changed first before we can implement
this in grub2.
