Bug#535239: grub-pc: Never asks debconf question about cmdline, doesn't take old values from menu.lst

When upgrading from grub1 to grub-pc on this computer, I was not asked any
questions about my linux command line. Also, grub-pc failed to copy over
the rootfstype=ext4 parameter from /boot/grub/menu.lst which would have
prevented my system from booting (thus filing it as important).
