You didn't attach the file.

If this is a program translation, then GRUB translations are handled
through the Translation Project.  Please don't apply those directly to
the package.

If this is a debconf translation, then it's OK to apply them directly,
but the instructions you found are out of date as the grub2 package is
maintained in Bazaar:

  bzr co bzr+ssh://bzr.debian.org/bzr/pkg-grub/trunk/grub/

You don't currently have commit access here, but I can give you that if
you'd like.
