yes, but all parts of  the original code are still licensed under the 
BSD licencse.
You can not change the original license by choosing a different one.

It somehow is licensed under "ISC and BSD3".

I didn't check how much original code is still present, but I would 
suggest to add a separate block for test/HieDemoSpec.hs with license ISC 
and an additional comment that parts of the file are copyright by IIJ 
and under a BSD license.
