The problem is that as far as I can tell the NOTICE file is completely
incorrect. All code files state that the ASF is *licensed* to
distribute the code, thus leaving the copyright ownership with the
original authors. I don't know why ASF wants to have things like this,
it would be a lot easier if the contributors transferred copyright to
ASF.

I admit that this is a bit technical, and I know that I've recently
accepted ASF packages with the same issue, but now that the issue was
brought up, I think it needs to be handled.

My suggestion for debian/copyright is something like this:

Copyright [XXXX-YYYY] original contributors [and a list or a pointer
to the list file, if they are listed in the code]. Licensed to The
Apache Software Foundation under GNU Public License version 2.
