Bug#538778: antlr3: ANTLR v3 C header files and C run-time libraries are missing

Antlr v3 could generate C parsers. Still, there are no anlr C headers in Debian (antlr3.h and so on). C ANTLR runtime
libraries are also missed.
All these files are from libantlr3c-3.x.x.tar.gz archive from original antlr.org sources.
I suppose that at least two additional packages should be created: libantlr3c and libantlr3c-dev.
I afraid the same problem is present with C++ and CLR generators.
