Brian, I can *still* not reproduce your issue (not a single warning).
Your fop.xconf seems to be reading from "/etc/fop/hyph", which does
not exists on my debian system.
What is supposed to be located here ?

Simply commenting out hyphenation-base XML element makes your
fop.xconf valid for me.
