Ok understood. The right solution in this case is to rebuild jython with
the --release=7 compiler option. This will generate a binary that still
works with previous JREs and the >= 9 constraint can be dropped.

I'll upload a fix shortly, please reopen if piuparts is still not happy.

If it works I think this should be proposed for a stable point update.
