Bug#979845: mustache-java: Please drop the Build-Depends on jruby

Dear maintainers,

At the moment, jruby in Debian is pretty broken [1] and probably should
not be in the next Debian Stable release.

Since this package build-depends on it, jruby is in the "key packages"
list and is thus not subject to autoremoval from testing, although it
has multiple RC bugs.

I see the latest upstream version for this package has removed support
for jruby. As such, I'll try to update it to version 0.9.7 and see what
happens.

If I'm not able to, I'll ask for help on the Java Team ML.
