We can always package it separately when more modules depending on it
are packaged.

Now the new strategy is to embed aggressively to reduce number of binary
packages. Only if a module is generated code and likely required by
multiple packaged modules, we should package it separately.

Not really my ideal choice, but forced by ftp masters.
