For npm itself, it comes bundled and we only remove those are already packaged,
https://salsa.debian.org/js-team/npm/blob/master/debian/copyright
Just double check there is no major version changes for packaged versions.

For npm, only npm2deb uses it. I think we added some basic install tests as autopkgtest.
