salsa.debian.org/ruby-team/meta has build script which runs autopkgtests of all reverse dependencies and rebuilds all reverse build dependencies.

reverse-depends and reverse-depends -b commands just lists reverse dependencies.

I think ci.debian.net has api to do it, though I have not tried it yet. I think yadd tried it.
