[Pkg-javascript-devel] don't do major refactoring in Team Upload

Team maintenance is great.

But please coordinate with package maintainer if you wish to do kajor 
refactoring of a package.  Team Upload is for tedious housekeeping, not 
major refactoring.

pkg-js-tools is great.

But not all maintainers in the JavaScript team are comfortable using 
pkg-js-tools abstractions: Introducing pkg-js-tools abstractions is a 
major rewrite of a packaging.

@Praveen: I can no longer comfortably maintain node-uuid, and have 
handed it over to you.  Please in future coordinate *before* doing such 
major refactoring as you did with node-uuid.
