[Pkg-julia-devel] Julia 0.3.12

Hi Sébastien, hi Graham,

Since recently Julia 0.3.12 has been released, I wonder if it is a good
idea to package that version first, while Julia 0.4.0 is awaiting the
PCRE2 package.

A significant fraction of the improvements that I plan for the julia
package can be integrated in the 0.3 package: building against the new
packages juliadoc (done), dsfmt (done) and utf8proc (todo), fixing the
parallel build, moving Base into an arch-indep package, and fixing
lintian warnings.

This would also keep the differences to the 0.4 packaging to a minimum
given that Graham is porting the 0.3 package to non-x86 architectures.
