My impression is that packaging 0.3.12 with your improvements could be
a good idea. That would make the changes more incremental than jumping
directly to 0.4. And anyways, 0.4 is not yet possible so packaging
0.3.12 would improve the situation for our users in the meantime.

But since I am stepping off from the maintenance of julia, I think that
Graham's opinion would be more relevant.
