How will the new packages above affect the orig.tar.xz?
If we generate an orig.tar.xz for 0.3.12 now that includes dsfmt and
utf8proc, will we be able to patch it later to use the new packages?
Or is it better to wait until the new packages have cleared NEW?
I think having a two different orig.tar.xz for 0.3.12 will be difficult.

I'll push my porting changes to the julia git shortly.
