unicode-data >= 8.0 is required only when generating `utf8proc_data.c`.

I bisected the unicode-data versions available on snapshot.debian.org.
The earliest version that passes the tests is 6.1.0-1. I have adjusted
the build-depends accordingly. Could you upload the revised package
once we know that the builds pass on all release architectures?
