It certainly appears so.  There was also a GCC change between the
building and failing versions, but that may be coincidence.  Ubuntu's
GCC is a little different to Debian's.

What is really interesting is according to Reproducible Builds, Julia
on armhf is 'unreproducible', not 'FTBFS':

In fact, they have a successful build log of 0.4.3-4 on armhf from 2016-03-13:

Maybe the 'illegal instruction' error is something that only happens
on Debian's armhf buildds.
