By the way, unicode-start contains the following command, it does not
work properly for non-latin1 symbols.

dumpkeys | loadkeys --unicode

I presume the very early keyboard setup is to serve the administrator.
When the "fsck" fails for some reason the administrator should not be
left with non-QWERTY phisical keyboard that generates QWERTY symbols.

Some users make their systems to run in non-C locale (even UTF-8) from
the beginning - by a parameter in LILO or Grub.  Ofcourse in order
this to be functional /usr may not be in separate partition or else
the system will fallback to C locale anyway.
