https://launchpad.net/bugs/38931 from a Lithuanian user reports that,
while Lithuanian is technically a Latin keymap, numbers and some symbols
are third- and fourth-level so users get confused, and requests that it
be considered non-Latin so that the US keymap is also available. Patch
attached.
