[Pkg-kbd-devel] Bug#557171: make chvt work within X windows

The man page should mention why chvt can't be made to work within X
windows. (Or better yet, please make it work.)

I.e., one cannot do
$ chvt 1
Couldn't get a file descriptor referring to the console

But from outside X windows one can do
$ chvt 7
to get back in.
