it's caused by kdelibs4-dev not rebuilded yet on arm, kfreebsd-i386 and m68k.
other archs (alpha, amd64, hppa, i386, ia64, mips, mipsel, powerpc, s390, 
sparc) have kdelibs4-dev 4:3.5.2-2+b1
