aparently the official buildd already has udev installed in the chroot.
The buildserver.net buildd starts from a plain build-essential chroot
setup and thus needs to install udev which fails to create device nodes.
I guess it'd help to just keep udev installed for the Ubuntu chroots. If
someone can think of a better (or more sane) fix, I'm all ears.
