[Pkg-kde-extras] Bug#992580: labplot FTFBS with nocheck build profile

labplot fails to build from source when built with the nocheck build
profile, because it attempts to link -lspectre, but libspectre-dev is
annotated <!nocheck> and thus missing. Please consider applying the
attached patch to drop the erroneous annotation.
