Sorry, I had missed this part of the discussion in the bug.

serious = package cannot be in bookworm
important = package can be in bookworm

There is a binary question whether or not digikam without ffmpeg support 
is too broken for shipping in a stable release.

Both apt-listbugs and the scripts for testing migration/removal work 
based on the same answer in the bug severity to this question.
