Yes, the KCM QML module is missing indeed.

However I can reproduce the crash even with it installed, so I think the crash is unrelated.

I've uploaded a fix with qml-module-org-kde-kcm added as a Recommends so it will be installed by default but still possible to remove it without removing okteta.
