Importing KDevelop packaging into alioth SVN

we use externals for that. see some doc on the net to know how that 
work, I just can't remember how it is supposed to work.

use externals on the svn.d.o anon svn access, so that users can checkout 
it, you wont be able to commit in that directory obviously, it's in 
cdbs/ as a sibling directory of trunk/ IIRC.
