One of the 20% of most popular KDE packages would probably be kde-full
since most users would probably just want the most complete experience.
Anyway, I think you should do what the Gnome team does, which is have a
kde-desktop-environment package, which is what you think the base KDE is,
and a kde package, containing all that upstream ships as KDE.
