Yes, absolutely!  In particular I know a lot of people who expect that
the ability to make photoCDs is part of a standard desktop....I'm not
sure what metapkg or task it should be in, but I think it should be
on the LiveCD.  Of course, people who don't have (or don't us) their
burner should be able to remove it without losing the metapkg or task.

Agreed.  I've never read a review praising dragonplayer, but for some
reason "a KDE/Plasma desktop with VLC preinstalled" is written about
like some kind of praise in distribution reviews.  So I'd like to
affirm Maximiliano and Scott's motion to install VLC instead.

Wishlist: allow mpv to fulfill the role "desktop media player", so
that it can be used instead of VLC without losing the metapkg or task
if VLC is uninstalled.

Can we wait and see if a kde5-based kdesudo (or better alternative)
emerges before doing this?  OTTO kde4 removal, I know a number of
people who depend on running filelight as root.

I'm neutral if gimp should be installed, but imho Krita is more
graphics design specific where gimp is general purpose.  A "KDE/Plasma
for creatives/creative professionals" desktop (not base/standard
metapkg/task) should probably have both...and probably Scribus too.

I know a number of users who taught themselves to use GIMP using web
tutorials, because it was installed by default and because there
wasn't an easier-to-use alternative for photo-retouching installed
"eg: apply beautifying filters before posting to social media"...so if
gimp is removed something that could do that should probably be
installed.  That said, most people do that on their cell phones these
days...

OTTO skanlite, I plugged my laptop into an older (USB) Canon scanner
where xsane worked flawlessly, easyscan worked flawlessly, but
skanlite-2.0.1 stopped scanning half way through the page and the
scanning head wouldn't return to its start position until
reinitialised by xsane (or easycan).  Consequently I'm not sure if
it's a good candidate for a base install.

Has anyone explored KPhotoAlbum as an end-user alternative to digiKam?
It seems trendy and kind of GNOMEish, but maybe that's what people
expect these days?  OTTO photo management, kphotoalbum | digikam
(somewhere) seems like it could maybe be nice.  Some sort of photo
management should be provided.  I guess the big question is should a
basic Debian KDE/Plasma installation include photo management more
like Lightroom/Darktable (digiKam) or something more simple.
