moving qtkeychain from Owncloud team into KDE team

Hey,

when I started to package QtKeychain only OwnCloud client and later Nextcloud 
client were the only users of QtKeychain. So it made sense to package it under 
the Qwncloud umbrella. The last months KDE started to use it widely within a 
lot of libraries and applications. That's why I think it makes sense to move 
it out of owncloud pkg team. I think the best place would be in Extras [1].

Any concerns/thoughts?
