That is nice to hear, that you want to put effort into packaging.
The normal way in Debian to inform people about your intend wor is to create a
ITP (intent to package) bug on the wnpp package, to actually inform everyone
that you are start(ed) packaging.
When you search
https://bugs.debian.org/wnpp
you will find:

Because it is from Sep 25, you may ask on that bug report about the current
state to get in contact with Yifei to coordinate and hopefully join your
efforts.
For plasma-login-manager I don't found any ITP, so create one.
Btw. providing a link to a git repo helps others to join.

There are a lot of login managers, so there is no need that every login
manager supports every init system. Especially sddm is still available. Sure
it would be nice, so support multiple init systems, but this can enabled later
on.
We won't switch to use plasma-login-manager by default for a default
installation soon anyways.
Btw. please use pkg-kde-talk for discussions within the Qt/KDE maintainers
team, the pkg-kde-extras list is only for bug reports. As otherwise your
request will be overseen.
