Bug#846269: man clang-format: deceptive link to texinfo

The "SEE ALSO" section of the man page says:
"The full documentation for clang-format is maintained as a Texinfo ...
  the command info clang-format should give you access to the complete manual."

This is deceptive, since "info clang-format" only prints a verbatim copy of
the man page (even including the "SEE ALSO" section).

The "SEE ALSO" section should therefore be rewritten. The redirection to
Texinfo should be deleted unless the Texinfo page is substantially enhanced.
Instead, the "SEE ALSO" section should point to a full documentation
of the clang-format style options. Since such documentation seems not to
be available offline, I suggest to point to the web page
http://llvm.org/releases/3.9.0/tools/clang/docs/ClangFormatStyleOptions.html
