Bug#1021436: mlir-15-tools lack manpages for binaries

mlir-{15,16}-tools and earlier ship a number of binaries, but no manpages
are provided for them.

Unfortunately looking at upstream repo, I do no see any binary manpages
or per-binary docs either. The information is scattered around in other
docs.
