[pkg-lua-devel] Bug#996781: luarocks: Installation fails with dpkg error

The tree below /usr/local is luarocks' default and intended for
system-wide use of third-party modules or for users who want to share
rocks locally, setting this up is the whole point of the postinst
script. I've never used it and wouldn't miss it, someone else might
though. Not providing a system route certainly doesn't seem appropriate,
if you're still getting the error, try luarocks-admin with the --global
option. If nothing helps it also accepts an explicit path. The install
scripts really shouldn't touch or create anything in home directories,
someone might not even appreciate it after all. ;)
