[pkg-lxqt-devel] Bug#1023472: Workaround implemented for live images

Given the RC 4 (and beyond) planning, executive decision: get 3.73 into
unstable and into testing before RC 4. If the results mentioned in my
previous message aren't desired, it's easy enough to revert (but then
that would likely mean other package relationships need to be adjusted).
